If specified values are obtained:

possible cause of problem could be K-Jetronic or ignition system

also check control unit fault memory 

If specified values are not obtained: 
  -

check control of wastegate valve, if necessary perform a trial replacement

if value is still not obtained, reinstall original enrichment housing, perform trial replacement of blow-off valve

-

if value is still not obtained, replace turbocharger
