If wiring is OK:

-

Check Motronic ECM power supply relay. Refer to "Engine Control Module (ECM) Input Signals, Checking"  

Checking actuation

-

Connect VAG1527B LED voltage tester between harness connector terminals 1 (B+) and 2 (harness connector for air control valve remains
connected).

-

Start engine.
LED must light up.

NOTE:

-

When engine is cold, the LED will light up at idle.

-

When engine is at normal operating temperature, LED lights up only above approx. 1500 RPM.

If LED does not light up:

-

Connect VAG1598/19 test box to ECM harness connector. Refer to "Scan Tool Testing/Scan Tool Connecting and Initial Checks/VAG1598/19
Test Box, Connecting" See: Testing and Inspection 

-

Check wiring between air control valve connector terminal 2 and ECM/test box socket D4.

-

Check air hoses and lines (for air-shrouded fuel injectors) for leaks and blockage.

If air control valve, wiring, air hoses and lines are OK:

-

Replace ECM and generate new readiness code.  Refer to "Monitors, Trips and/or Drive Cycle (Readiness Code)/Generating, Readiness Code"
