Engine Block Heater: Testing and Inspection
If engine block heater fails to operate, perform the following inspections:

Check power supply.

Check electrical cord connections at the power supply and at the engine block heater.

Check electrical cord for proper routing, opens or shorts.
If all the above check good, replace the engine block heater.
