The ignition lock cylinder on the listed model cars may not be adequately retained in the steering column, allowing the cylinder to disengage and slide
out of the column.
To correct the condition, the lock cylinder and housing assembly must be replaced -- coding the new cylinder to fit the existing key.
Important:
Some of the involved cars are likely to be in dealer stock. Be sure to complete the service on these cars before retail delivery.
Details of this service action are explained in the following sections. As an additional service aid, a videotape demonstrating the service procedure is
included in the October, 1989 Master Tech program.
Vehicle List Each dealer to whom involved cars were invoiced (or the current dealer at the same location) will receive a listing of them with this letter,
arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for
service of involved cars.
Each Dodge or Chrysler-Plymouth dealer without a Vehicle List will receive an information copy of this letter by Compak Mail for use in performing the
service on involved cars upon request.
Parts Parts package, P/N C3940350, are being shipped free of charge to all involved dealers for service of affected cars. Each dealer to whom involved
cars were invoiced (or the current dealer at the same location) will receive enough parts packages to service 100% of those cars.
Note:
These parts will be distributed in 2 separate shipments:

The first shipment -- 50% of the required parts -- will be received by September 29, 1989.

The remaining 50% will be shipped from facing depots the week of October 9.
Important:
Do not order an additional parts before October 16. Orders placed before that date will be rejected, to ensure adequate stock for the
initial distributions.
Each recall parts package contains all of the components shown on the illustration in the Service Procedure section of this letter. Included are enough
tumblers (12) to allow the servicing technician a selection for the majority of possible key codes. Eight additional tumblers are provided with this letter
for use if needed. Also, included in each parts package are a service instruction summary and a key code guide.
Additional parts may be ordered without charge from Parts Depots after October 16 if required. Order only as needed for scheduled repairs.
Owner Notification and Service Scheduling
All involved car owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments
for the service with their dealers at the earliest possible date. A copy of the owner notification letter is attached.
Enclosed with each owner notification is an Owner Recall Notification Form # 83-295-0019. The involved vehicle and recall are identified on the form
for owner or dealer reference as needed.
Service Procedure
Caution:
This procedure involves the cycling of the ignition switch to the "start" position. Therefore, while this service is being performed, be
sure that the gear selector is in the neutral or park position and the park brake applied.
Ignition Lock Cylinder Removal:
1.
For vehicles equipped with tilt steering column, unscrew and remove tilt lever and raise tilt wheel to its highest position.
2.
Remove the 3 # 20 Torx Screws attaching the upper and lower steering column shrouds and remove shrouds.
3.
Insert ignition key in ignition lock cylinder and turn to the steering unlock position. (Do not turn past the unlock position to the run or start
position.) Now rotate steering wheel 90 degrees clockwise for access to lock cylinder housing retaining pin.
