1. The headlights also do not illuminate.

Check fusible link No. 4.

2. The headlights illuminate.

Check the taillight relay.  See: Relays and Modules - Lighting and Horns/Tail Lamp Relay/Testing and Inspection

Check the dedicated fuse No. 4.
