SUBJECT:
Engine Does Not Crank or Cranks Very Slowly
MODELS:
1995 (JA) Cirrus/Stratus
SYMPTOM/CONDITION:
When ignition key is turned to start position, there is a slight pause before the starter solenoid engages, the engine then does not crank or cranks very
slowly, or the solenoid does not engage and the engine does not crank.
DIAGNOSIS:
If the solenoid does not engage, check for blown A1 fuse in the Power Distribution Center (PDC),cavity number 8; 20A; labeled Ign, Fuel, Starter. If
fuse is blown, replace and perform the repair procedure.
REPAIR PROCEDURE:
This bulletin involves verifying battery cable connections.
1.
Check torque on nut at "POSITIVE JUMP START ATTACHMENT" on PDC, torque must be 150 in.lbs. +/- 10 in.lbs.

Check for paint and E-Coat build up on the "NEGATIVE JUMP START ATTACHMENT" stud located on the left shock tower. Torque the lower
nut to 250 in.lbs. +/- 50 in.lbs. Torque top nut (attaches negative battery harness cable to shock tower stud) to 150 in.lbs. +/- 10 in.lbs.

Check torque of negative ground cable at left engine mount1 torque must be 45 ft.lbs. +/- 10 ft.lbs.

Check torque at starter nut battery positive, torque must be 90 in.lbs. +/- 20 in.lbs.
5.
Check for cross threading at battery cables to battery posts. Repair or replace as necessary, torque to 160 in.lbs. +/- 15 in.lbs.
