1983 Econolines built prior to October 22, 1982 may exhibit an intermittent/constant no heat condition which may be caused by the Function Selector
Vacuum Valve. If it does not vent the vacuum circuit to the heater water valve, the water valve remains closed. Replacing the vacuum valve
(E3UZ-19B888-A) using the procedure found in Light Truck Manual 36-65-11 should provide heat.
