Install the new threadsaver. Tighten the threadsaver to 45 Nm (33 lb-ft).

Position the brake tube nut all the way to the flared end of the brake tube.

WARNING:
EXPOSED DRILL BIT END SHOULD BE WRAPPED WITH TAPE OR HELD WITH A SHOP TOWEL TO PREVENT THE
POSSIBILITY OF PERSONAL INJURY.
17.
Connect the brake tube to the HCU. Tighten the nut to 23 Nm (17 lb-ft).
18.
Install the brake tube retainer.
19.
Adjust RF brake tube height as necessary. Brake tube height should not exceed the height of the other tubes.
20.
Adjust the clearance between the tubes as necessary. Clearance should be a minimum of 10 mm (3/8 inch) between brake tubes.
21.
Connect the battery ground cable and remove the memory saver.
22.
Manually bleed air from the front brake system. Have an assistant pump-up and hold the brake pedal. Then, loosen the right front caliper bleeder
screw while the assistant maintains pressure on the brake pedal. Repeat this step until clear, bubble-free fluid comes out of the bleeder.
23.
Repeat Step 22 for the left front wheel.
24.
Fill the brake fluid reservoir with brake fluid as necessary.
25.
Check brake pedal feel and check for leaks.

Ford Motor Company has decided that a defect which relates to motor vehicle safety exists in certain 1999 Explorer and Mountaineer vehicles.
SAFETY DEFECT
In some of the affected vehicles, the right front brake line to the hydraulic control unit connection may separate causing the line to leak when the brake
pedal is applied. A separated line would cause a loss of brake pressure to the front brakes, resulting in increased stopping distance. Increased stopping
distances could potentially result in a collision. The rear brakes are not affected.
REPAIRS
At no charge to you, your dealer will repair the right front brake line connection at the hydraulic control unit.
Dealers currently have repair instructions and parts ordering information.
HOW LONG WILL IT TAKE?
The time needed for this repair is less than one-half day. However, due to service scheduling issues, your dealer may need your vehicle for a longer
period of time. Please call your dealer for a service date.
Call your dealer without delay. Ask for a service date and whether parts are in stock for Safety Recall 99S16. If your dealer does not have the parts in
stock, they can be ordered before scheduling your service date. Parts would be expected to arrive within a week after ordering.
When you bring your vehicle in, show the dealer this letter. If you misplace this letter, your dealer will still do the work, free of charge.
