Vehicles exhibiting the subject condition usually may be serviced by properly adjusting the TV (throttle valve) cable.

For 1984 trucks only, fully retract the carburetor idle speed control (ISC) motor plunger as follows:

Locate the Self Test and Self Test Input connectors (both female). They are typically located in the engine compartment in the area of the passenger side
fender wall. They are normally connected to other wires (Figure 33). Install a jumper wire between these two connectors as shown in Figure 34. Then
turn the ignition key to the "On/Run" position (Do Not Start). Wait until plunger is fully retracted (about 10 seconds), then shut off ignition switch and
remove the jumper.
