Release the throttle lever and make sure that the throttle opener is set and the engine speed is 1300 to 1500 rpm while the radiator fan motor is off.
Replace the throttle opener if the throttle opener is not set.

Throttle Opener Adjustment

Adjust throttle opener setting by turning the adjusting screw clockwise to increase engine speed and counterclockwise to decrease engine speed.

7.

Reconnect vacuum hose to throttle opener and disconnect tachometer.
