Using an ohmmeter, measure the resistance between the terminals (B1 - S1 and S3, B2 - S2 and S4).
Resistance:
Cold:15-25 Ohms
Hot: 20-30 Ohms

If resistance is not as specified, replace the IAC valve.

Reconnect the IAC valve connector.
