Position lock cylinder housing on steering shaft and upper column lock actuator. Refer to Fig. 16.

Position steering column tilt spring on lock housing and compress tilt spring with a 6" C-clamp or equivalent Refer to Fig 17. (if applicable).
8.
Lubricate shoulder area of two (2) pivot bolts and install pivot bolts.

Tighten pivot bolts to 18-26 Nm (14-19 lb-ft). Refer to Fig. 18.

Remove two (2) nuts or spacers from lock levers.
