If voltage is always approximately 0V, check for:

1.

Defective neutral or clutch switch.

2.

Short circuit in wiring from ECU terminal 1V to neutral or clutch switch.

3.

Open circuit in wiring from ECU terminal 1V to neutral or clutch switch.

4.

Poor contact at ECU connector.

5.

Faulty ECU.
