Without Scan Tools 

(1) Turn ignition switch "ON".
(2) Make sure that the voltage between ECM terminal (61) and engine ground is more than 1.74 [V].

DIAGNOSTIC PROCEDURE 
If the trouble is duplicated after "Procedure for malfunction A or B", perform "Procedure A". If the trouble is duplicated after "Procedure for
malfunction C", perform "Procedure B".
