Rust Preventive (P/N 99990-10070) to the exposed steel.

Some early production bumper brackets do not have a third hole for the tow bar bracket. Assemble the hitch kit as instructed
and mount the tow bar bracket to the bumper bracket (4 bolts). Torque the bolts and then drill a third, 1/2" diameter hole
through the bumper bracket. Use the hole in the tow bar bracket as a drill guide. Remove any burrs and apply Nissan Tecty1
Rust Preventive (P/N 99990-10070) to the holes. Install the third bolt to each bracket.
