CONDITION
General Motors has determined that some 1989 Oldsmobile Eighty-Eight Royale model vehicles fail to conform to the requirements of Federal Motor
Vehicle Safety Standard (MVSS) 301, "Fuel System Integrity". The fuel rollover valve assembly may not have been installed on the affected vehicles. In
the event of an accident and the vehicle became inverted, a missing fuel rollover valve assembly could allow fuel spillage in excess of the amount
prescribed by FMVSS 301. Fuel spillage during and after an accident could result in fire.
VEHICLES INVOLVED
Certain 1989 Oldsmobile Delta 88 models built at the Willow Run Plant within the following VIN breakpoints:

NOTICE:
Only 675 domestic (U.S.) vehicles within this range are involved.
Most of the subject vehicles within the VIN breakpoints listed above were corrected at the assembly plant prior to being shipped to the dealer and will
not require correction by the dealer. All subject vehicles which are listed on the dealer's campaign printout will require correction as outlined in the
Service Procedure section of this bulletin.
Should a question exist concerning the campaign involvement of a specific vehicle(s) within the VIN breakpoints listed above, dealers should call the
Computerized Recall Information System (C.R.I.S.) for verification.
DEALER ACTION
Dealers are to replace the fuel sender and pump assembly on vehicles involved.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, dealers are to ensure
the campaign correction has been made before selling or releasing the vehicle.
Dealers are to contact owners of vehicles recently sold from your new vehicle inventory and arrange for the campaign correction to be performed.
This bulletin is notice to you that the new vehicles included in this campaign may not comply with Federal Motor Vehicle Safety Standard No. 301.
Under the National Traffic and Motor Vehicle Safety Act, Section 108, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does
not comply with an applicable Federal Motor Vehicle Safety regulation. As a consequence, if you sell any of these motor vehicles without first
performing the campaign correction, your dealership may be subject to a civil penalty up to $1000 for each such sale.
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be
adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty (60) days after tender
of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the owners may be entitled to an identical or reasonably equivalent vehicle at no
charge or to a refund of the purchase price, less a reasonable allowance for depreciation. To avoid having to provide these burdensome solutions, every
effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible.
