CONDITION
General Motors has determined that some 1986 Toronados may have been assembled with radios or radios with console mounted cassette tape players
that will not completely turn off.
The presence of the following symptoms may be experienced when the radio is turned off:
The radio has minimum volume and background noise.
The antenna remains fully or partially extended.
Audio is slight, and the graphic control center display is blank.
If the tape player is being used, the motor will continue to run, but the sound is reduced to a minimum volume..

DEALER ACTION
To correct this condition dealers are to replace the radio receiver and the console mounted cassette tape player (if equipped) on vehicles involved.
Wherever possible, the replacement component(s) should be obtained prior to the customer bringing his vehicle in to your dealership for this correction.

Dealers are to service all vehicles subject to this campaign at no charge to the owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, you
should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required
modification according to instructions contained in this bulletin.
