Insert the provided fast idle release tool between the fast idle cam lever and the wax element housing (Figure 4)

NOTE: 

Insert the tool so that there is no interference with the throttle lever movement.

Turn the tool counterclockwise (about 45 degrees) until the tool is wedged in the position as shown in Figure 5 This provides the needed clearance
between the choke adjusting screw and the plunger.

NOTE: 

Rotate the throttle lever to a fully open position for easier shim installation.
