Check the heating elements as follows:

A 12 V supply should be present between pin 1 of the connector for the heating elements and a good grounding point.

The resistance across pin 2 of the connector for the heating elements and a good grounding point should be < 1 ohm.

If the readings obtained in point 8 are not OK, check the wiring between the relay and the heating elements for continuity/shorting.

If the readings obtained in point 8 are OK, the fault is in the heating element. Change the heating element.
