No vacuum should be present at the valve connection (engine temperatures below 140°F).
Frequency Valve And On/Off Solenoid Valve

After the engine temperature reaches 140°F, the frequency valve should begin to cycle, having a strong vacuum for approx. 30 sec., followed
by little or no vacuum for approx. 60 sec.
if the correct results are obtained the frequency valve is operating properly.
If the correct results are not obtained, the CIS-E control unit may be defective.
