Install Brake Booster Vacuum By-pass Kit
Dear Volkswagen Owner:
This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
Volkswagen has decided that a defect which relates to motor vehicle safety exists in some 1998/99 model Volkswagen Passat 1.8L 5 Valve Turbo
automatic transmission vehicles. Our records show that your Volkswagen is one of the vehicles affected by this voluntary safety recall action.
Defect Description
It is possible that the vacuum flow from the engine's intake manifold to the power brake system could be obstructed by freezing moisture in the manifold
if the vehicle is operated continuously at outside temperatures of -4°F or below. If that happens, you will experience braking with diminished or no
power assist when the brakes are applied.
What You Need To Do
We have determined that you are not residing in a region of the country which will ever experience temperatures as low as -4°F or lower in major
population centers. The defect is therefore not likely to cause a safety problem for you, so there is no need for you to respond to this notice immediately.
However, we recommend that you have the recall completed if you should decide to move to, sell your vehicle to a resident in or plan to drive your
vehicle in the states of Alaska, Colorado, Connecticut, Idaho, Illinois, Iowa, Maine, Massachusetts, Michigan, Minnesota, Montana, Nebraska, Nevada,
New Hampshire, New York, North Dakota, Oregon, South Dakota, Vermont, Washington, Wisconsin or Wyoming. In that case, please make an
appointment with your nearest Volkswagen dealer.
Remedial Repair
Your authorized Volkswagen dealer will install a vacuum by-pass which will allow full vacuum to be available for power assist under all weather
conditions.
Repair Schedule
Parts including the necessary installation instructions are already available at authorized Volkswagen dealers.
Anticipated Repair Time
The recall work will take approximately 2-3 hours. However, your dealer may need additional time to accommodate the daily workshop schedule. The
work will, of course, be performed at no charge.
Precautions
If, prior to the time that the corrective work is performed, your brake pedal should feel "hard" upon braking, you will still be able to brake the vehicle by
applying much greater force to the pedal. Also, contact your authorized dealer immediately.

If the vehicle identified in this recall is a leased vehicle and you are the lessor and registered owner, please forward this information by first class mail to
the lessee.
