several causes:

high canister charge

high tank pressure

fuel trim not active

a diagnostic trouble code (DTC) stored after the diagnostic has been activated. Check that no diagnostic trouble codes (DTCs) are stored, restart the
car and try to activate the diagnostic again. Sometimes several attempts will have to be made before the diagnostic is carried out.
Does the diagnostic trouble code (DTC) reoccur?
Yes: Fault-tracing has failed! See service manual TP 2308202.
No: The fault is remedied.
Note!
When replacing the control module (ECM) the following procedures must be performed before it is returned to TMA (Technical Material Analysis):

Attach the enclosed identity tag P/N 540426-4 to the ECM.
*
Pack the ECM in a box, label the outside with the enclosed TMA-label P/N 6764776-8 (USA) or 514323-5 (CAN), and send it to TMA in Rockleigh
or Toronto.
Other replaced materials, shall be returned by the repairing retailer to importer's TMA department.
