If the locking screw is not in the lock position as illustrated, the contact reel must be reset. For resetting see  Resetting SRS contact reel See: Clockspring
Assembly / Spiral Cable/Service and Repair/Reset Procedure.

Note! A new contact reel is zeroed at the factory and supplied with the locking screw installed. Zeroed means that the steering wheel can be
turned to full lock in either direction without damaging the contact reel.
