Check the cable between VGLA control module #12 and the left or right turn signal lamps for an open-circuit, See: Diagnostic Trouble Code Tests and
Associated Procedures/Related Tests and Information/Checking Wiring and Terminals - Permanent Faults

Hint: After carrying out the repair check that the fault has been remedied as follows:

Ignition off.

Reconnect connectors, reinstall components.

Ignition on.
Activate turn signal lamps.
The turn signal lamps should come on.
