Install the steering wheel lock and bearing in the steering column.
Tighten the two new security bolts until the steering wheel lock is correctly positioned.
Install the lock cylinder. See Replace the lock cylinder for the steering wheel lock.
Check that everything is functioning correctly.
Now tighten the bolts until the heads break off.
