Is there battery voltage?
YES - Go to step 65.
NO - Go to step 62.
62. Turn the ignition switch to LOCK (0).
63. Disconnect the driver's under-dash fuse/relay box 39P connector.
64. Check for continuity between PCM connector terminal E5 and driver's under-dash fuse/relay box 39P connector terminal No. 1.
Is there continuity?
YES -

Replace the driver's under-dash fuse/relay box.

Update the PCM if it does not have the latest software, See: Testing and Inspection/Programming and Relearning/PCM Update or substitute a
known-good PCM, See: Testing and Inspection/Initial Inspection and Diagnostic Overview then recheck. If the symptom/indication goes away
with a known-good PCM, replace the original PCM. See: Engine Control Module/Service and Repair
NO - Repair open in the wire between the PCM (E5) and the driver's under-dash fuse/relay box.
65. Turn the ignition switch to LOCK (0).
66. Disconnect the driver's under-dash fuse/relay box 39P connector.
67. Check for continuity between PCM connector terminal A4 and driver's under-dash fuse/relay box 39P connector terminal No. 31.
