Make sure there is no gap between the two washers on the bolts and the seat frame.
NOTE:
If it is not clear if there is no gap, remove each of the bolts, and make sure the washers are properly keyed to the shaft.

If the washers are not properly keyed to the shaft, rekey them, then reinstall the bolts. Torque the bolts to 16 if-lb (22 N.m).
NOTE:
The washers and the shafts are not available as service parts. If either the washer or the shaft is damaged and is no longer usable, replace the
seat frame.

If the washers are properly installed, continue with normal troubleshooting.
