This TSB article is being republished in its entirety to provide information for model years 1996 and 1998 and to correct labor time.
ISSUE
A vibration/"buzzing" noise may be heard or felt in the steering wheel on right turns at engine rpms between 590-1100. This may be caused by valve
resonance and power steering pump pulsations.
ACTION
Replace the power steering pressure hose to dampen the noise and reduce the possibility of the concern. Refer to the following Service Procedure for
details.

THIS TSB ARTICLE ONLY APPLIES TO CROWN VICTORIA/GRAND MARQUIS WITHOUT POLICE PACKAGE, TAXI PACKAGE OR
GULF COAST COUNTRIES PACKAGE AND TOWN CAR WITHOUT LIMO PACKAGE.
1.
Make sure the steering shaft is not in contact with any lines or other components.
2.
Check the level of fluid in the reservoir.
3.
Make sure there is no air in the power steering system.
4.
If no problems are found, proceed to the Instruction Sheet included in the applicable repair kit for repair procedure.
5.
For 1996 and 1997 model year vehicles, follow the Instruction Sheet included in the kit. For 1998 model year vehicles, replace the power steering
pressure hose by referring to the appropriate 1998 Service Manual, Section 11-02. A new power steering hose bracket is attached to a stud on the
engine, located between the crankshaft pulley and power steering pump pulley. Fasten with nut supplied in kit. Torque to 5.9-8.1 N.m (4.4-6 lb-ft).
