Detach the choke control relay from the fender apron.

With the engine running and the wire connector attached to the choke control relay, make the following voltage check:
a.
Insert a voltmeter ground probe to circuit #57B (black) wire and the B+ probe to circuit #4 (white with black stripe) wire.
b.
A voltage reading of 7 volts indicates correct wire routing. A voltage reading of 0 volts indicates incorrect wire routing.

When the voltage check indicates an incorrect wire routing, circuit #4 (white with black stripe) wire must be reversed with circuit #4A (white with
black stripe) wire in the connector.
After circuits #4 and #4A have been reversed in the connector, verify that the voltage reading on circuits #57B and #4 of the connector is 7 volts.
7.
Reattach the choke control relay to the fender apron.

The 0.1 hour administrative allowance must be added before inserting the total labor time in the appropriate box of the Form 1864.

Reporting of Completions
Upon completion of the required service, return the second copy of the Form 1864 completely filled out and signed by authorized dealership personnel.
Only the Form 1864 will be accepted for reimbursement. You are encouraged to use the Direct Warranty Entry (DWE) System for this program. It is
important that all claims be filed for all completed units so that our records will show completion. Any problems encountered with this recall should be
discussed with your FPSD Service Zone Manager.

Dear Owner:
This notice is sent to you by the Ford Motor Company because we want the emission control systems on all of our products to work properly. We have
found that some 1984-model Econoline vehicles which have the 5.8L-4V engine and automatic transmission may require modification to help assure
acceptable levels of exhaust emissions. Our records indicate that you own one of these vehicles which is identified by the serial number shown on the
enclosed form.
DESCRIPTION OF CONDITION:
Your vehicle may have been manufactured with an incorrectly assembled wiring harness that supplies power to the electric choke. This could cause the
choke to not operate as required for proper fuel combustion. This condition may cause your vehicle to experience levels of exhaust emissions that would
exceed applicable standards. You may notice exhaust smoke when the engine is fully warned up, and you may also experience rough engine idle and
some reduction in your vehicle's fuel economy.
SERVICE TO BE PERFORMED:
Ford is recalling your vehicle to inspect and, if necessary, correct the electric choke wiring harness. This service will be provided at no charge to you.
IF YOU NO LONGER OWN THE VEHICLE:
Please remove the prepaid return postcard from the enclosed form (identified as FCS 1864). Complete Section 1, and return it to us. This information is
needed to update our records.
