Concerns of light throttle 2-3/3-2 shift hunting at approximately 24 mph can be resolved by installing a new design governor spring.
Installation of governor primary spring (7E467 - Color Brown)

Remove governor assembly using procedure shown in the 1984 Tempo/Topaz Car Shop Manual, Volume F, Section 17-25, Page 122.
