If the condition still exists, verify the ground strap connections located from the engine to the right front rail. If the connections are normal, install
a Ground Strap (F68Z-19A095-CA) from the body stud closest to the heater core outlet/inlet tubes and attach the clamp of the ground strap over
one of the metal heater core tubes. Refer to Figure 1.

If the noise level is not reduced sufficiently (the noise may not be completely corrected by any of these methods), replace the Cowl Vent
(F78Z-16022A68-BA). Refer to the appropriate year Windstar Service Manual for installation procedures.
