Symptoms
Symptoms - Data Link Communications
Important: Review the Scan Tool operation in order to familiarize yourself with the system functions. Refer to the scan tool user manual.
Visual/Physical Inspection
Inspect the DLC connector for obvious damage or conditions which could cause the symptom.
Intermittent
Faulty electrical connections or wiring may be the cause of intermittent conditions.

Refer to a symptom diagnostic procedure from the following list in order to diagnose the symptom:

Scan Tool Does Not Power Up
Circuit Description
The data link connector (DLC) provides operating power for the scan tool at terminal 16 (battery positive voltage) and at terminal 4 (ground). The
DLC provides the class 2 serial data signals at terminal 7. The scan tool will power up with the ignition OFF. Many modules, however, will not
communicate unless the DIM detects that the ignition is ON and sends the appropriate power mode message.
Test Description
The numbers below refer to the step numbers on the diagnostic table.
1. The OBD fuse supplies power to terminal 16 of the DLC.
4. The battery positive voltage and ground circuits of the DLC are functioning properly. The malfunction must be due to the scan tool.
