Locate the clearance holes in the plastic quarter trim panel. The pilot hole for drilling the tether attachment holes are behind these clearance holes
(Figure 1).

Using the pilot hole as a guide, drill 3/8" (9 mm) hole through the pilot hole and through the next sheet metal panel (Figure 2).

NOTE:

Care should be taken not to drill into the outer sheet metal panel.
