NO START - INTERMITTENT - AFTER HOT SOAK IN FREEZING AMBIENT TEMPERATURES

This TSB article is being republished in its entirety to apply the latest level part.
ISSUE:
A no start concern after the vehicle is driven in below freezing ambient temperatures and then parked for 15 minutes to 2 hours may occur. This is
usually an intermittent condition which may be caused by microscopic cracks on the fuel pump relay cover located inside the Constant Control Relay
Module (CCRM). This condition may allow moisture to enter the relay, freeze and prevent the relay contacts from closing.
ACTION:
Install a revised CCRM. The revised CCRM's have fuel pump relays with improved sealing to minimize moisture entry. Refer to the following Service
Procedure for details.
SERVICE PROCEDURE
1.
Follow the preliminary checks in the No Start/Normal Crank Symptom Flowchart # 3 on Pages 4-7 of the 1995 OBD II Powertrain
Control/Emissions Diagnosis (PC/ED) Service Manual or Page 4A-8 of the 1996 PC/ED Service Manual.
2.
Perform EEC-V KOEO self test, retrieve any Diagnostic Trouble Codes (DTCs) that may exist and service as necessary.
3.
If no DTCs are present and the concern ONLY occurs in below freezing temperatures, replace the CCRM with a revised CCRM.
NOTE:
THE EEC-V POWERTRAIN CONTROL MODULE (PCM) DOES NOT MONITOR THE FUEL PUMP CIRCUIT WHILE CRANKING. NO
DTCS WILL BE PRESENT IF THE CCRM IS THE CAUSE OF THE CONCERN.
