(1978-79), dashpot check valve (lower hose 1980-81) and connect vacuum gauge to hose (1976-79) or between hose and valve (1980-81). There
should he at least 1.2 in. Hg. vacuum at 4000 RPM.

24.  If there is sufficient vacuum, bypass throttle control valve (1976, 1977-79 Calif. & high altitude with manual transmission except 1978-79 Accord

& Prelude), replace dashpot check valve (1977- 79 Federal with manual transmission & all with automatic transmission), or replace control valve
(1979 Accord & Prelude Calif. and high altitude with manual transmission & all 1980-81) and repeat 3500 RPM check.

25.  If check is satisfactory, replace throttle control valve (1976-79 except 1979 Accord & Prelude).
26.  If throttle still returns in less than 1 second, check for vacuum at dashpot check valve (1977-79 except 1979 Accord & Prelude).
27.  If there is vacuum, replace dashpot check valve (1977-79 except 1979 Accord & Prelude).
28.  If there is no vacuum, check vacuum hoses for leaks (1977-79 except 1979 Accord & Prelude).
29.  Check vacuum hoses for leaks (1976).
30.  Check for voltage at dashpot solenoid valve with ignition switch on. If voltage is approximately 12 volts, replace dashpot solenoid valve and

repeat 4000 RPM check (1976).

31.  Remove throttle control bypass and repeat 3500 RPM test (1976-79 except 1979 Accord & Prelude).
32.  If there is insufficient vacuum in step 23, check for vacuum at carburetor vacuum port.
33.  If there is vacuum available at carburetor, check hoses for leaks or blockage, repeat steps for check if there is sufficient vacuum, and repeat 3500

RPM test.

34.  If there is no vacuum at carburetor, clean port and repeat 3500 RPM test.
35.  Pinch hose between throttle opener solenoid valve and control valve and repeat 3500 RPM check (1980-81).
36.  If there is no change, replace control valve and repeat 3500 RPM check (1980-81).
37.  If the throttle return is within limits when pinching hose, check throttle opener solenoid valve for voltage (1980-81).
38.  If there is voltage, replace speed sensor and repeat 3500 RPM check (1980-81).
39.  If there is no voltage, replace throttle opener solenoid valve and repeat 3500 RPM check (1980-81).
40.  If throttle takes longer than 4 seconds to return, bypass throttle control valve and recheck (1976 & 1977 Calif. & high altitude), replace dashpot

check valve and recheck (1977-79 with automatic transmission and except Calif. & high altitude with manual transmission), bypass throttle control
valve by disconnecting two top hoses from control valve and connecting them, and retest (1978-79 Calif. & high altitude with manual transmission
except 1979 Accord & Prelude), or pinch hose between throttle opener solenoid valve and control valve and retest (1979 Accord & Prelude Calif.
& high altitude with manual transmission).

41.  If there is no change replace dashpot solenoid valve (1976-79 except 1979 Accord & Prelude) or replace control valve and repeat 3500 RPM

check (1979 Accord & Prelude).

42.  If the throttle return is within limits after bypassing throttle control valve (1976-79 except 1979 Accord & Prelude) or when pinching off hose

(1979 Accord & Prelude), check throttle opener solenoid valve for voltage.

43.  If there is voltage, replace speed sensor (1976-79 except 1979 Accord & Prelude) or replace speed sensor/speedometer assembly (1979 Accord &

Prelude).

44.  If there is no voltage, replace throttle opener solenoid valve and repeat 3500 RPM check.
45.  Bypass speed sensor by jumping battery voltage to yellow/black wire at emission control box connector (197681 except 1979 Accord & Prelude)

or at throttle opener solenoid connector (1979 Accord & Prelude).

46.  Squeeze vacuum tube shut between dashpot solenoid valve and carburetor (1976- 77).
47.  Raise engine speed to 3500 RPM and release throttle. Time required to return to idle must be higher than dashpot check time but less than 6

seconds.

48.  If return delay is out of limits, adjust throttle control valve, steps 49-50 (1976- 79).
49.  Remove throttle control valve cover (1976-79 except 1979 Accord & Prelude).
50.  Loosen lock nut on control valve and turn adjusting nut clockwise to decrease return time or counterclockwise to increase return time (1976-79).
51.  If return time cannot be decreased, replace throttle control valve and retest (1979 Accord & Prelude).
52.  If return time cannot be increased, test throttle positioner solenoid valve (1976- 77) or throttle opener solenoid valve (1978-79) for voltage.
53.  Voltage indicates a failed throttle solenoid valve or throttle control valve (1976- 79).
54.  Remove vacuum hose from throttle control valve and check for vacuum (1976- 81).
55.  If there is no vacuum, replace throttle opener solenoid valve (1979 Accord & Prelude, 1980-81 All).
56.  Disconnect battery jumper and stop engine (1976-81).
57.  Raise and support front of vehicle, block rear wheels, and apply hand brake.
58.  Connect voltmeter positive probe to yellow/black wire terminal at control box connector and connect negative probe to black wire (1976) or

suitable ground.

59.  Start engine, engage in second gear, accelerate slowly, and observe voltmeter.
60.  Voltmeter should show approximately 12 volts between 5 and 15 mph (1976).
61.  There should be no voltage below 5 mph (1978-79 Civic CVCC) or below 10 mph (1977 Civic CVCC, 1977-81 Accord, 1979- 81 Prelude), and

there should be battery voltage above 15 mph (1978-79 Civic CVCC & all 1980-81) or above 20 mph (1977 Civic CVCC, 1977-79 Accord, &
1979 Prelude).

62.  Decelerate slowly while observing voltmeter. Voltage should disappear when speedometer reading drops to 5-15 mph (1976).
63.  If voltmeter readings are not as specified, install new speed sensor (all) and speedometer (1976-79) and retest.
64.  If there is no voltage at any time, check electrical connections, fuse, and speed sensor and replace or repair as necessary.
65.  Stop engine, lower car to ground, and disconnect voltmeter.

1981 Civic Calif. & High Altitude W/ Manual Trans.

1.  With engine cold, disconnect vacuum hose at throttle control valve and attach vacuum pump to hose, then create vacuum.
2.  If there is vacuum, refer to above procedure in reference to 1981 Civic.
3.  If there is no vacuum, check for voltage at throttle opener solenoid valve "B," check throttle opener solenoid valve "A," and check speed sensor.
