This Service Bulletin contains the correct testing procedure for the air regulator.
When fast idle speed is not obtainable:
1.
Disconnect the air regulator harness at the connector.
2.
Measure the resistance across the air regulator terminals.

If the measured resistance is not within the specified range, replace the air regulator assembly.
3.
Start the engine and check for presence of voltage at the connector.

If voltage is not present, check the wiring harness leading to the air regulator and correct if necessary.

If voltage is present, replace the air regulator assembly.
4.
Reconnect the air regulator harness.
