Dear Toyota Customer:

The Office of Defects Investigation of the National Highway Traffic Safety Administration believes that a defect that relates to motor vehicle safety
exists in the 1987, 1988 and early 1989 Toyota Camry front seat lap belt system which may lock or jam in the retracted and stowed position. Failure or
inability to use the lap belt may increase the severity of injury should a crash occur.

Toyota has agreed to conduct a safety recall campaign on these vehicles pursuant to the National Traffic and Motor Vehicle Safety Act. A modification
program has been developed to correct this condition at no cost to you.

Some owners have experienced locking or jamming of the front seat lap belt in the retracted and stowed position. This locking or jamming is caused by
the unguided release of the lap belt, allowing the tongue-end to "snap" back into the retractor guide.

Before your vehicle is modified, you can minimize the likelihood of such locking or jamming by guiding the tongue-end of the front seat lap belt into the
retractor guide at the side of the front seat as the belt retracts. In other words, do not allow the belt to SNAP back into the retractor after release of the
belt by the buckle.

Should you experience locking or jamming of the belt before your receives the modification, it can be corrected by pushing the tongue-end of the lap belt
slightly back into the retractor guide to unlock the belt. (You may find it easier to release if you first move the tongue-end of the center of lap belt guide
before pushing the tongue further back into the retractor guide -- see figure).
Toyota recognizes the importance of seatbelt usage, generally, and we strongly encourage and urge the usage of this lap belt for full restraint protection
along with the automatic shoulder belt as indicated in your Owner's Manual.
