As of 1990 model year, all vehicles produced in Mexico after VIN:

3 V W B K 2 1 G 9 L M 0 0 6 6 0 1 - GOLF 3 V W R K 2 1 G 4 L M 0 0 8 9 1 7 - JETTA have an external filter assembly installed on the inlet port of
the HVAC system. This assembly is designed to filter dust and pollen from entering the passenger compartment.

The filter under certain conditions, ( i.e. dirt roads etc..) may become clogged and reduce air flow through the HVAC system.

If this occurs, the filter element must be replaced with PART NO. 191 819 638

If a new filter element is not available, the foliage grille, Part No. 191 819 098 A, may be installed in place of the filter assembly.
