Tap out the rivet through the hole. Use a drift.
Adjusting the height adjuster for the screwed joint

Separate the seat rail from the height adjuster. Only drill out the outer hole on the height adjuster link. Use a 5/16" drill bit.
Round off the hole in the height adjuster link after drilling.
Installing a new screwed joint

Install:

the screw from the outside and
-
the lock nut on the inside of the height adjuster
