Remove:

the weatherstrip
-
the panel
-
the seat belt cover
-
the end mounting. See End mounting, replacing See: Restraint Systems/Seat Belt Systems/Seat Belt/Service and Repair/End Mounting, Replacing.
Pull the seat belt out through the panel.
Remove the panel by pulling it straight into the car.
Press the panel upwards so that the air duct releases.
